Added a Rep system

How it work:

Each member can give rep to another person once a day. If you want to give rep to someone just say +1 rep in that post.

After that, make a new topic in the Points/Reputation forum, and have a "portfolio" of some sorts, and have it with your name.

In your portfolio every time you want to give rep, just say +1 rep to whoever. Simple? k good.

Oh and staff don't abuse this one.
