I think that Gimp has things in different places and might be called different things...but it should be generally the same

Just use a regular sicrcle brush. Maybe set it to 9px. Then go to brush presets and put on scattering. If you want a picture I'll give you one, hold on.

There use those settings with a circle 9px brush and then follow the smudge part of the tut. If you need even MORE help, I can TV with you and show you what I mean.

Ok, its pretty good, you didn't use a greadiant map, I thinik and you need that. Th text could use some work as well, but I can help you with that. The only thing that really makes this a less than great sig is the size of the render. You just need to find a good render that takes up more of the canvas, and then it will look better. I have to go out, but if you want to, we can TV and I'll show you some techniques.
PS: You did a fairly good job of following the tut, you just need to tweak some things a little bit.
