I'm guessing John is mad at Jonny because John thinks Jonny never did anything as a GM and now he wants to apply, and John doesn't want Jonny to apply because "Jonny doesnt do shit", and John doesn't want a GM that doesnt do anything. But there's still no point, because Brad is the one choosing, and Brad will choose those who will be the Best GMs.
