    Hahahaha, I found out how to make them from youtube, or was it from one of ken's tuts. But anyways, make a 4x4 or 6x6 canvas. Then, zoom in ALL the way until you can't zoom in anymore, then take out your 1 px hard brush (the basic ones). Then make dots going diagonally. After that, save it as a pattern. Now on your new picture or w/e, set it to pattern overlay and pick the scanlines pattern that you saved Premium PS TuT's~! 681348. Lower the opacity, and YEAH!. You got yourself scan lines!
